The underlying cause of scum lines & water-line build-up is floating oils.
Traditional methods of removing floating oils that cause scum lines from swimming pools use skimmers and large doses of chlorine. Chlorine can effectively burn off a wide range of organic contaminants including floating oils, however when it does so, chloramines are formed along with the strong chemical smell that accompanies them.
